Covers the part that hits first
A backwards fall from sitting lands on upper back then occiput. The padded panel spans both, rather than sitting low like a daypack.

Infants develop forward and lateral protective extension of the arms months before the backwards equivalent. That is why the backwards sit-down looks so unguarded: the arm reflex for that direction has not come online. Padding behind the head covers the window between sitting up and catching themselves.
