The panel sits over the kneecap rather than around the leg, which is where the whole load actually goes during a crawl stroke.
Stays up through the stroke
A crawl stroke flexes the knee through its full range, which is what rolls ordinary leg warmers down. These are shaped and elasticated to stay seated.
